1.      Pengertian

Diplomasi berasal dari kata ‘diploun’ (Yunani) yang artinya logam yang dilipat.

Diplomas à surat jalan masa Romawi yang dicetak pada piringan logam yang dilipat

Pengertian diplomasi menurut ahli:

·        Menurut kamus oxford : the management of international relations by negotiation

·        Menurut kamus webster : art and practice of conducting negotiation between nation, skill and conducting affairs with others without arroushing hostility

·        Menurut Quincy Wright dalam buku Study of International Relations : diplomacy means the employment of tact, and skill in any negotiation or transaction, diplomacy is the art of negotiation in order to achieve the maximum of costs, within a system of politics in which war is a possibility

·        Menurut Sir Ernest Satow : diplomacy is the application of intelligence and tact to the conduct of official relations with cassal states, or more briefly still, the conduct if business between states by peacefull means

2.      Menurut Morgenthau: dalam pelaksanaan politik luar negeri ada beberapa instrumen yang bisa diterapkan oleh negara, yaitu :

1.      Diplomasi

2.      Propaganda dan perang urat syaraf (perang ideologi, provokasi, dll...)

3.      Ekonomi

4.      Imperialisme dan kolonialisme

5.      Perang

3.      Tugas diplomat

1.      Mewakili kepentingan negara (fungsi reprensentatif)

2.      Melindungi kepentingan negara dan para warga negara (reservasi)

3.      Memberikan informasi, laporan kepada negara pengirim di mana ia ditugaskan (reporting/reportase)

4.      Melakukan perundingan di mana ia ditugaskan (negosiasi)
